Many sites offer to link to you if you will link to them. Be cautious as some
"including this site" will never add the link back to you, and will not respond to your request as to why!!

If that's the case then just remove their link from your site. It is better to scout out the link exchange opportunities than to pass it by completely even if they ARE frauds. If using search engines is in your top 10 of marketing methods then don't ignore a site that offers a reciprical link to you, go ahead and give it a try.

Use my 'Two Click Rule.'

Ask them where your link will be posted. If it is easily accessable or easy to get to on their site with just TWO clicks, then it's good to go. But if you have to click more than twice then there is no point in exchanging with this site.

Why 2?

Simple, imagine yourself at their web site already (index/home page). There should be link/button to access the [links] being exchanged. That's 1 click.

Within this page would have a list of all links (obviously), you find your category/title and click it. If you do not see your link by this time then your link to this site is as good as wasted. Move on and find another link exchange because no one else will find you.

I just started engaging in link exchanges in January. I now have around 100 yet I only see 8 showing up when I use the link command in the Google search engine box.

How long does it take, generally, till you see the incoming links? Is it because my link exchanges were not related enough to my site?

Quite often these sites have a special "links" page which no visitors ever go to, and often isn't indexed, so the SEs don't find it - so you aren't really "linked" at all.

Also if a site wants to link to you check the Page Rank of the links page - not just the site itself. They may well have a PR6 site, the rank of the Home page, but if the links page itself is PR2 or even zero, as is often the case, you haven't actually got a working link from them at all.

"Page Rank" means just that - PAGE rank - not the overall rank of the site.

I have actually discontinued all my reciprocal linking activities and concentrate on one way links to my site. One way links are more powerful and can be obtained easily through web directories , article submissions , press release submissions and posts on discussion boards like this one.
