The Web seems to have hundreds of sites that claim to get 100s or more backlinks for your site.
Two Questions:
First, I can't find where any of these sites will only get "targeted" links to a variety of my keyword pages at a PR of 4 or higher. Is this asking too much?
Second, do the search engines frown on many links hitting my site all at once or over a short time frame?
Any suggestions/comments would be helpful!

If your looking to get your website on the first page results of the search engines. The best way to get links to your site is to write articles a bunch of them and submit them to 10 different article directories everyday.
It will take a lot of work but it will increase your link popularity and that is one of the factors in SEO. Plus you'll have a bunch on one way links which is a major bonus in the eyes of the search engines.

Rogerb, They will pick websites that have registered for your genere or with your designated keywords. But... if you are looking to use the links to gain increase your Search Ranking.. think again http://blog.carterstory.com/backlink-services-arent-worth-it

You might want to consider heading over to the Digital Point forums - they have a section that allows you to hire people to submit your website to various directories. Only problem is that because page rank often changes, you are not likely to get all PR 4 or 5 backlinks - many of them will be PR 1s, 2s, 3s, and perhaps even zeros, but it still might be worth it - you can often get 500 directory submissions for about $10-$20.

I would not trust anyone to do this for you. I really suggest that you do this yourself. Make a goal everyday to submit your site to 3-5 new sites.
If you are really lazy like me, if you were to do 3 per day that's 90 backlinks to your site in ONE month.
After 1 year, you would have over 1000 sites linking to you and getting you ranked higher in the search engine.

There's some software that does SEO... SENuke, Brute Force, etc. Heard they work, sometimes, but nothings a magic bullet...

Submitting website urls (only?) to website directories (only?)
Where do you find a list?
