I am trying to promote my website for a new facebook applicatioon which pays on 8 levels.
Where do I advertise without paying and without spamming and yet do this effectively.
I believe his program will become huge.

You're doing it right now with your sig link. You can also make a Squidoo lens and write a press release.

Looks pretty interesting. I don't have a facebook account myself but am seriously thinking about starting one up to try this! Better yet i know my gf has an account and might be better just to put the link on her page since she already has hundreds of friends!

USfreeads.com is a great place, don't do the monthly upgrade when you sign up, wait a few months then do it and it will be cheaper!
Also why not make a blog about your application and link that into Twitter and Facebook.

I have tried USfreeads.com before and blogs as well. You can also use a free manual traffic exchange just to get the name out there. You can try my new site and get 1000 free visitors from the pre-launch bonus. Site is brand new, so it might be awhile before all 1000 hits are used up, but it's free.

You would go where your intended audience is...on Facebook.
Why would you want to advertise anywhere else to reach the people you want? Focus on Facebook people
