Commission Junction Advertiser Deactivation question

I'm not talking about deactivating an affiliate, I'm talking about the merchants. I've learned a long time ago not to remove links on my sites when a merchant is deactivated because more often than not they are reactivated within a few hours and then I have to put the links back. I can't find anything on the CJ site about it. So my question is, does anyone know for sure what types of events trigger a temporary advertiser deactivation? I've seen some major merchants get deactivated and then reactivated and I've always wondered what happened? What'd they do? I don't know the reason for sure, but I suspect it may be low funds or late processing of their payments or reporting - something like that.
