Company didn't issue 1099 for 2008

Have you ever earned more than $600 in one year and the company you earned the commissions from never issued a 1099? Aren't they required by the IRS to do so?

I earned over 5 figures from one company last year and around the middle of Feb I asked them where the 1099's were. They said they had problems with their accountant and that it didn't look like they would be issued any time soon.

Then March rolled around and I asked again. They said, sorry, we won't be sending them out this year.

Now I know I still have to report the income and will (which reminds me, I have GOT to do my taxes soon), but how does such a large company go about not issuing 1099's? Do they get in trouble for that? Won't the IRS take notice when they file their taxes when they expensed commissions, but failed to file 1099's?
