For several of my sites I've been contacting webmasters for a link exchange but the response rate has been low so far.

I know there are services out there which can connect you with webmasters interested in a link exchange. Can anyone recommend a good one ?

Though I agree that one way links are better, that's only half of the story. All back links are valuable and certainly count. Absolutism is a foolish policy and should be avoided.
