How to find best quality and high PR Directories?

Use phrases such as top article directory, best article directories, etc... If you need a niche directory, just add a niche phrase before the word directory. For example, for rock 'n roll, just type "rock 'n roll directory". For good general article directories, you can start with EzineArticles and GoArticles. Give Squidoo a try. If you'd like to get your blog indexed, try Technorati. ~Newbie Shield~
