Hi James,
Welcome to the forum
If you spend two or three days digging through the forum threads, you will discover several free and paid ways to promote and drive traffic to your site.
You can submit your site to directories, place free classified ads, create press releases, use web 2.0 platforms, write articles, etc.
You'll have to find a way to educate yourself on each area, but it's well worth the time and effort. These are all fundamental and valuable skills for making money online.
After you've poked around on the forum for a few days, feel free to ask questions.

If you have some money to start with consider Google Adwords. Be sure and learn how to set up a campaign properly. This is probably the fastest way to start getting targeted traffic.

Jeff and Newbie both gave some great advice. Make sure you make your signature line clickable as it is an easy source of traffic from this forum.

Google Adwords is an excellent way to get yourself listed in a short period of time on Google but don't spend any money until you have invested some of your time in understanding how their system works and how you can get the biggest bang for your buck.
As has been mentioned, one can spend a great deal of money but see little result from the investment.
Look around this forum and do an search on the internet for Google Adwords and you will find a wealth of information.
Don't rely to much on Google Adword's site for the information you need. Their site is more for helping you get your ads listed not understanding the best way to maximize your investment.

Just to add to what has been said...
Have you submitted your site's home page to Google and the other major engines yet? That would be your first step. Once your first page is accepted and indexed, the search engine spiders will be able to find and list your other pages as you add them.
After you've done that, start using the free methods mentioned here to generate more links to your site.
I would avoid Adwords for awhile until you have the basics all covered and then learn Adwords if you want to pay for more traffic.
Of course, always continue to add a bit of fresh new content to your site to keep the spiders coming back for more as well as the visitors.

It may really depend on what you are promoting as to where you may want to start in getting traffic to your site, or quality traffic. Are you selling products/services, or promoting a biz opportunity? Somewhat different strategies are needed.

I would say go with google adwords. But make sure you are targetting the right audience. You cannot blindly use adwords. It will not help you. You may use google analytics. It will help you.

dont get into adwords if you dont have a clue what your doing..
you can market yourself quick in google for free using video
I get rank top 10 with in a few hours
Spending money on advertising is a waste unless you have someone to help you.. Adwords takes investing and testing.
if you want to see fast results in traffic adwords in the key.. but you might not make anything back like i did.
Then i learned more about adwords.
what i have found best is video its quick its free and people like videos instead of text
