Has anyone been hired as a work-at-home agent in Michigan from one of the top companies like: LiveOps, VIPdesk, West? I'm just starting to look for opportunities but have been told by a couple of places they're not hiring in my area at this time.

Sorry, wish I could help. I thought I'd drop a note here just to bring you back up to the top of the list. Perhaps someone else will see it and be able to give you an answer relevant to your area specifically.
From your post, I assume you are looking for a work at home job, not starting your own business. There don't seem to be as many people in this forum who are doing that, so I'm not sure if you will get a helpful answer. You may have to look elsewhere.
Hope you find something that suits you.

I am currently working for West and reside here in Michigan. It took about a month to hear back from them when I first applied that I was hired, and then after that it took another few weeks before I was able to start training. After training it took another 10 days to get my log in information to be able to work.
Once I was past the initial application/training stages, everything was good from there. I am working with them on a part time basis and have been able to schedule 20+ hours weekly without a problem. So far I am happy with my experience.
If you apply with them, expect that the initial stages will take some time. After you are through all of that though, everything else is smooth sailing.
