Again great idea. Is this a business you want to profit from or something you just want to use to help people?
If it is a for profit business then how will you charge people? How will you advertise it? How will you do the investigation?
As good an intentioned idea as it is I hate to see you spend time and money on it and make nothing out of it. If it is a part time thing where you just volunteer to help people that call you once in a while that is great. But I think you need to find something where you can make the money that you want to make.
Now that you have gone through this experience it should be much easier for you to weed out the frauds.
Good luck in whatever you do.

A good idea. How will it work? Will you charge a flat fee or a commission based on the amount recovered.
