Hi Chrissy,
It's just an HTML form. However, there are a couple issues that you'd have to be able to set up with additional code:
1. Security
2. Assigning a unique ID to each member that joins.
Internally, you'd have to have a few additional capabilities:
1. Opt-in and double opt-in
2. Metrics
3. Grouping
I think that there are better options available for you than to create an auto-responder from scratch:
1. Use a premium service such as AWeber
2. Consider using a free system that now comes with most hosting accounts
3. Look into something from the open source community by Googling it
AWeber starts out at $19/mo. I think it's worth paying for it. That's less than sixty three cents a day and the system is excellent.
You can also purchase software. Check out the poll on our forum here to help you decide which route to take:

If you just intent to collect email addresses at the moment, you can use this free double opt-in script on your site.
